DescriptionMan in robe with cross around neck looks back at man stepping on the tail of his robe, who holds a paper reading "The / Vatican / decrees / in their bearing on / civil allegiance / a political expostulation. / By the / right Hon. N. E. Gladstone". To his right a man sits on a bench and another man stands. On wall to left of the robed man a sign reads "Archbishop / Manning. / The / infallible / Pope's / representative / in / London. / England." Domed building in background with cross on the top. "--[See Page 10]" typeset following title in black ink. Captioned "'A former Minister (of Great Britain) whom I had believed rather moderate, and who, to say the truth, had never while in office manifested arrogance or violence toward the Catholic Church, intoxicated by the proceedings of another Minister / in another State, has suddenly come forward like a Viper, assailing the Bark of St. Peter.'---ADDRESS OF THE POPE, ROME, November 10, 1874." typeset beneath title in black ink.
