North Vietnam Congress: This radiophoto form Hanoi, North Vietnam, was monitored in Warsaw, Poland, Friday, bearing this information: "In an atmosphere stirring with victories over the U.S. aggressors in both North and South Vietnam, the All-North Vietnam Congress of Heroes, model fighters in opposing U.S. aggression and saying the country, was convened in Hanoi. Premier Pham Van Dong was in cordial contact with the heroes."
